The Le Boeuf Company of Springfield, Massachusetts produced very high quality pens in the 1920s and into the mid 1930s.  The company is credited with being the first to introduce celluloid pens in spectacular colors, in around 1924.

They also made pencils, but as is the case with many manufacturers known for their high quality pens, Le Boeuf didn't do a very good job.  Most of the examples I find don't work very well or have parts missing, but yet they still command prices.  The smaller pencils with the to-piece tip are notorious for the tip falling off.
